RESOLUTION 2003-011
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROPRIATING $16,000 FOR THE WATERFRONT PROJECT
PLANNING AND DEVELOPMENT, REQUIRING PACAB REVIEW OF THE
APPLICATION FOR FUNDING FROM U.S. HOUSE OF
REPRESENTATIVE TRANSPORTATION COMMITTEE, AND
APPOINTING A COMMITTEE
WHEREAS, the Port and Commerce Advisory Board (P ACAB) voted in favor of three
motions at their January 8, 2003 regular meeting; and
WHEREAS, P ACAB approved a motion requesting Council allocate $16,000 to prepare the
application for a DOT "Transportation Project Evaluation" for the waterfront project planning and
development based on the understanding that the administration would need to hire a consultant to
complete the application process; and
WHEREAS, P ACAB approved a motion requesting Council require P ACAB review the
completed application prior to submission; and
WHEREAS, P ACAB approved a motion requesting Council appoint a committee for the
waterfront project planning and development to include, but not be limited to, one member each
from the Parks Service, the University of Alaska, the Sealife Center, the Shellfish Hatchery, the
Forest Service, City Council, City Administration, P ACAB and the Planning and Zoning
Commission; and
WHEREAS, P ACAB recognizes the importance of careful planning in compliance with
Seward's overall comprehensive plan and public process needs; and
WHEREAS, enhancement, positive growth and quality of life in Seward are first and
foremost concepts held by the Port and Commerce Advisory Board; and
WHEREAS, the administration will be able to complete the application for funding from the
U.S. House of Representative transportation Committee office in-house, but requests that Council
appropriate $16,000 to begin the waterfront planning process.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council of the City of Seward appropriates $16,000 from the General
Fund Fund balance account number 10 1-0000- 305 0, and authorizes total expenditures of $16,000 to
the Miscellaneous Expenses Account Number 101-1110-5730 for the waterfront project planning
and development.

Section 2. P ACAB will reVIew the completed "Transportation Project Evaluation"
application prior to its submission.
Section 3. The City Council of the City of Seward will appoint a committee for the
waterfront project planning and development to include, but not be limited to, one member each
from the Parks Service, the University of Alaska, the Sealife Center, the Shellfish Hatchery, the
Forest Service, City Council, City Administration, P ACAB and the Planning and Zoning
Commission.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 27th day
of January, 2003.
