RESOLUTION 2003-016
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE CITY OF SEWARD'S CALENDAR YEAR 2003
REVISED FEDERAL LEGISLATIVE PRIORITIES
WHEREAS, annually the City compiles a list of projects or issues that are identified as top
legislative priorities; and
WHEREAS, the list of projects is compiled and distributed to the Alaska Congressional
delegation, the Kenai Peninsula Borough, and the City of Seward's lobbyists; and
WHEREAS, this prioritized list validates the projects and greatly focuses the efforts of the
administration in our lobbying efforts; and
WHEREAS, all the projects on this list are consistent with the City's Comprehensive and
Strategic Plans; and
WHEREAS, the Seward City Council, by Resolution 2002-099 dated October 14, 2002,
adopted the Calendar Year 2003 federal legislative priorities list which was discovered to have
excluded some important City projects which the Council now wishes to include; and
WHEREAS, the following projects are the City's priorities for the upcoming legislative
seSSlOn:
Beneficial Legislation
1. Support continuation of Medicaid and Medicare programs at not less than 2003 funding
levels.
2. Support of Alaska Vocational Technical Center facility expansion, including dormitories and
food service, automotive and maritime facilities.
Economic Development
1. $8 million for construction ofthe Interagency (multi-agency) Facility
2. $500,000 U.S. Department of Agriculture grant for Qutekcak Shellfish Hatchery Nursery
Repair and Upgrade
3. Economic development funding to pursue alternative usage of Seward Terminal, Inc. to
replace lost coal exports.
4. $500,000 for Downtown Seward urban planning and revitalization study
5. $9 million for completion of Seward Marine Industrial Center dock basin breakwater.
6. $2.4 million for improvements to Seward Marine Industrial Center

Flood Mitigation
1. Long-term solution to potential Lowell Creek Tunnel failure. Transfer ownership oftunnel to
Army Corps of Engineers. Design and Engineering for long-term mitigation measure.
$25,000 for loss/risk analysis and cost-benefit of impacts of tunnel failure.
Life/Safety
1. $260,000 to purchase Fire/Rescue/Safety Boat
Research/Education
1. $75 million to National Science Foundation for replacement of the R/V Alpha Helix Arctic
Research Vessel
2. Support facilities for Arctic Research Vessel and University of Alaska Oceanographic
Institute
Transportation
1. $10.3 million for Syncrolift facility and shipyard improvements.
2. $6-$10 million for construction of Lowell Point Road.
3. $3 million for construction of Railroad/Airport Access Road.
4. $6 million to complete harbor basin improvements for East Harbor Expansion.
5. $14 million for South harbor replacement, reconstruction of shoreside dock facilities, and
upland improvements.
6. $500,000 for planning waterfront development and support facilities for Arctic Research
Vesse!.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. This list oflegislative projects is hereby declared to be the official legislative
priority list for the City of Seward for the 2003 Federal legislative session.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 27th
day of January, 2003.
