RESOLUTION 2001-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROPRIATING $83,886 FROM THE GENERAL FUND FUND
BALANCE DESIGNATED FOR INSURANCE RESERVES TO THE
HEAL TH INSURANCE ACCOUNTS WITHIN THE VARIOUS FUNDS OF
THE CITY
WHEREAS, at an annual meeting of the Alaska Public Utilities Insurance Trust (APUIT)
on December 15, 2000, the Trustees voted to increase the health contribution rate 20% from
$597.52 to $717.02 per employee per month effective January 1,2001; and
WHEREAS, the increase was necessary in order to continue the financial stability of the
Trust and maintain the health benefits the Trust provides; and
WHEREAS, APUIT has managed to maintain excellent benefits at reasonable costs
during a period of annual increases in the health industry; and
WHEREAS, the health insurance market continues to restructure and harden; and
WHEREAS, with the increase in medical claims and the increase in stop loss coverage for
2001, the APUIT Trustees had no choice but to increase the insurance contributions;
WHEREAS, the City's health insurance continues to be one of the lowest rates in Alaska
among municipalities and utilities; and
WHEREAS, the CY2001 budget anticipated a 5 % increase in the health contribution or
a contribution of $627 AO per employee per month; and
WHEREAS, the new contribution rate of $717.02 per employee per month will have a
budget impact estimated at $83,886 for all City Funds in CY2001.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Appropriate $83,886 from the General Fund fund balance designated for
Insurance Reserves, account no. 101-0000-3040 to the General Fund Health Insurance, account
no. 101-XXXX-5070 in the amount of$66,540; to the Small Boat Harbor Fund Health Insurance,
account no. 401-XXXX-5070 in the amount of $9,651; to the SMIC Fund Health Insurance,
account no. 417-XXXX-5070 in the amount of $980; to the Electric Fund Health Insurance,

account no. 501-XXXX-5070 in the amount of $3,130; and to the Water/Sewer Fund Health
Insurance, account no. 701-XXXX-5070 in the amount of $3,585.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 22nd
day of January, 2001.
