The plan has been reviewed and recommended by the Seward Harbor Association and the Planning & Zoning Commission; and WHEREAS, a balance of alternatives and solutions has been offered to meet the needs of the maximum number of users. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council ofthe City of Seward recommends the attached Harbor area parking and striping plan. Agenda Statement Meeting Date: January 22, 2001 From: Karin Sturdy, Parks & Recreation Director Through: Scott Janke, City Manager Agenda Item: Harbor Area Parking & Striping Plan BACKGROUND & JUSTIFICATION For over one year now, the City has been discussing with various user groups the challenges and subsequent options for paid and free parking in the harbor area. Since space is so very limited and demand is high, attempting to balance the resource with the need for free, convenient parking for quick-business customers is the challenge of the day. We have said and repeat that we cannot possibly satisfy everyone’s needs. However, we acknowledge that good work has been accomplished. Experiments were tested, lessons learned and short- comings identified. Creative conversations and suggestions have been offered and studied. The City hired Peratrovich, Nottingham and Drage, Inc. {PN&D} last spring to prepare a fresh look at the (newly paved) Employee Lot, South Lot, Center Lot and North Lot. Drawings are attached. We asked PN&D to erase any non-physical lines and view the entire area with a fresh perspective. Our Parking Operations Supervisor, John Lennon, also spent hours developing creative solutions. We have been coordinating with the Seward Harbor Business Association to host public meetings to gain consensus on the concepts proposed. Private businesses, the Charter Boat Association, slip holders and the SHBA shared ideas. Attached is a letter from SHBA supporting some of the proposals offered. Below are some brief narrative descriptions of the proposed striping plan. We are requesting Council review the drawings, hear public comments and approve the plan. Our paid-parking season begins May 1, 2001. Once a plan is set, we will research whether to contract or use in- house labor to: seal, stripe, demo and rebuild concrete curb cuts, etc... We expect a mix of private and public. Attached for your information are the notes from the 12/05/00 Planning &Zoning Commission meeting. Employee Lot This lot was paved and well-used last season. Without striping, most employee pass holders were able to park in a logical layout. Striping clarifies travel lanes, fire lane and parking places. South Lot (PN&D’s S-R2) The South Lot is the parking revenue fund’s Golden egg-laying Goose. We propose sealing this lot (to protect the pavement and “erase” existing lines) and new striping. The parking operations office will be moved to the northeast corner of this lot. Seven ADA spaces are moved to the most convenient location. Space for a parking attendant booth is allowed, but the booth is not budgeted. The middle “pull-through” spaces have been changed back to angular to perpendicular to provide more spaces. The number of spaces increases with this plan from 200 to 233. The northwest corner is eliminated to provide more control. (The long- term plan is to offer this small piece to lease.) Note that the entrance/exit at the northeast corner is removed. We propose one ingress/egress at the southeast corner. -Continued Page 2 / Parking & Striping Plan for Harbor Area Center Lot (PN&D’s C1-A3) The Center Lot is the prime parking lot, and therefore most controversial. We propose sealing and new striping. The most cumbersome issue was bus loading and unloading. (Please note the term ‘bus parking’ is avoided; we want a flow of traffic.) We limit the lot to one ingress and one egress, with primarily a south to north flow. We propose moving the shown crosswalk through the lot slightly to the south to line up with the new E Float in the Harbor. We provide short-term load and unload spaces adjacent to the north and south fire lanes. ADA spaces will be up to Code. Up to two shuttle vans are allowed in the lot. This proposal increases the number of parking spaces. On-street parking on 4th by Harbormaster’s Building is changed from head-in to angular to prevent people from backing out to the north across two lanes. The crosswalk is moved slightly south. 12 spaces of on-street parking are removed to allow four spaces for bus loading and unloading only. Busses will not be allowed to idle or park. This is the scenario recommended by SHBA. North Lot (PN&D’s C1.N) A space has been allotted for the Gateway Building lease expansion and subsequent sidewalk at the south border of the lot. Again we propose sealing and new striping. Ingress/egress is limited to one point for control. ADA spaces are up to Code. Travel lanes have been enhanced. CONSISTENCY CHECKLIST: Yes No 1.
