RESOLUTION 2000-006
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING A GRANT FROM THE ALASKA DEPARTMENT
OF ENVIRONMENTAL CONSERVATION (ADEC) IN AN AMOUNT NOT-
TO-EXCEED $24,800 FOR THE PURPOSE OF FINANCING HYDRAULIC
ANALYSIS AND MODELING OF THE EXISTING MUNICIPAL WATER
SYSTEM, AND INVESTIGATION OF SIZING AND ROUTING REQUIRE-
MENTS FOR THE GATEWAY AND FOREST ACRES SUBDIVISION
WATER SYSTEM PROJECTS.
WHEREAS, the City of Seward has entered into a contract with CRW, an engineering firm,
to provide modeling of the water and sewer systems for the Forest Acres/Gateway area as approved
by Resolution 99-152; and
WHEREAS, the estimated eligible costs for this project are $118,700 and the total grant
for this project from ADEC is limited to 70 percent of eligible costs pursuant to AS 46.03.030(e);
and
WHEREAS, the ADEC has reviewed the professional engineering services agreement signed
November 22, 1999 with CRW Engineering Group for the subject grant, and has given written
concurrence that $64,961 of the $118,700 contract is eligible for grant participation; and
WHEREAS, by accepting this grant offer, the City of Seward agrees to comply with the
procedures and requirements contained in the Construction Grants Regulations (18 AAC 73 and 2
AAC 45010 appended), as well as grant conditions as outlined in a letter from ADEC (Certified Mail
No. Z 583928115, dated December 15,1999); and
WHEREAS, grant payments will be made when expenses have been incurred and
documentation has been provided to the department along with the payment request form;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council authorizes the City Manager to accept the $24,800 grant from
the Alaska Department of Environmental Conservation, to account no. 704-7040-4680-0200, to
account no. 704-7040-4680-0200, and appropriate this amount to the Forest Acres/Gateway
Water/Sewer System Contracted Services Account No. 704-7040-5390, and agrees to comply with
all terms and conditions of the grant as outlined in State of Alaska Construction Grants Resolutions
(18 AAC 73 and 2 AAC 45.010) and comply with the General Grant Conditions as outlined in the
Certified Mail letter from ADEC dated December 15, 1999.

Section 2. This resolution shall take effect immediately upon its adoption.
