CITY OF SEWARD, ALASKA
RESOLUTION NO. 90-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING THE PURCHASE
OF COMPUTER EQUIPMENT AND TRAINING FOR INTEGRATION
INTO THE MAIN COMPUTER SYSTEM BY THE HARBOR
WITHOUT FULL UTILIZATION OF CITY BID PROCEDURES
WHEREAS, the Harbor computer system was not included when the
Finance Department upgraded its computer system; and
WHEREAS, the old computer system utilized by the Harbor is
outdated and incompatible with the existing financial system; and
WHEREAS, it is in the best interest of the city to integrate
the Harbor operations into the main computer system; and
WHEREAS, the city requested and received proposals from
certain vendors specializing in computer equipment/training for the
Digital VAX computer system; and
WHEREAS, the city administration reviewed the proposals and
training offered, and determined that training offered by Timeline,
Inc. and hardware provided by certain vendors listed in "Attachment
A" would best meet the city's needs; and
WHEREAS, acquisition of the computer hardware and training
will be contingent upon approval of the modification of the
existing lease/purchase agreement with Security Pacific Bank,
Alaska;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The best interest of the city will be served by
waiving formal bid procedures for the acquisition of computer
hardware and training.
Section 2. The City Manager is hereby authorized to issue
purchase orders to the vendors listed in "Attachment A", incor-
porated herein by reference.
Section 3. The City Manager is further authorized to execute
the "Second Addendum" to the license agreement between the City of
Seward and Timeline, Inc. to include the installation of Accounts
Receivable at the Harbor site and training/consulting for the
Harbor system.
Section 4. The acquisition of the computer
training/consulting referenced in Sections 2 and

conditional upon City Council approval of modification of the
lease/purchase agreement with Security Pacific Bank, Alaska.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 27th day of March, 1990.
