RESOLUTION 2000-018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE
ORDER TO WESCO DISTRIBUTION, INC. IN THE AMOUNT OF
$24,197.00 FOR A 2500 KVA 3PH., PAD-MOUNT, STAINLESS STEEL,
7.2/12.47 KV-4801277V, TRANSFORMER
WHEREAS, Seward Fisheries is doing a major electrical upgrade to their Seward processing
facility; and
WHEREAS, as part ofthe upgrade the City of Seward needs to purchase and install a 2500
kV A transformer at the processing facility; and
WHEREAS, the time-frame for installation ofthis new transformer is dependent upon the
start of the canning season on July 1, 2000; and
WHEREAS, Wesco Distribution, Inc. has agreed to deliver the transformer within the
required time for a price not-to-exceed $24,197; and
WHEREAS, it is in the public interest to waive the normal bidding process per City Code
Section 6.10.115, and particularly Section 6.10.130, with the City Council making the following
findings:
(1) it is in the best interest of the City to issue the purchase order because there are a
limited number of manufacturers oftransformers meeting the City's specifications
who can also meet the City's time constraints for delivery and installation;
(2) several potential suppliers were contacted and the City has solicited telephone and
written price quotations from several manufacturers who can meet the City's
technical specifications and delivery requirements;
(3) the price ofthe lowest quote received appears reasonable given the specifications and
promised delivery date;
(4) there is insufficient time to complete a lengthy bid process and obtaining a
significantly lower price is unlikely given the lead time and the specifications
required;
(5)
sufficient measures have been taken to protect the public interest by ensuring that the
City is receiving a reasonable price and will receive a product meeting the City's
specifications within the necessary time constraints;

(6) the cost of this item will ultimately be paid by the benefitting utility customer.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to issue a purchase order to Wesco Distribution,
Inc. in the amount of$24,197.00 for the purchase ofa 2500 kV A 3ph., Pad-mount, Stainless Steel,
7.2/12.47 kV-480/277v, Transformer, with financing from account 501-5300-5440.
Section 2. The City Council hereby incorporates the findings in the Whereas clauses above.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this14th
day of February, 2000.
