She noted the letter from Sandra Wassilie verifying the word Kwechek was a valid native term in reference to the geographic name of the creek located outside the City in Woodrow Fams Subdivision and also referred to as Salmon Creek and Glacier Creek. James reported the 11 geographic names for features in the Seward vicinity that the Commission proposed to the Alaska Historical Commission were unanimously approved and have been forwarded to the U.S. Board of Geographic Names for its review. She reported that because there had not been a meeting since April the Chairman and Vice-Chairman positions had not been officially voted on, she recommended that the current Chairman and Vice-Chairman remain in their positions if they were agreeable, until May when the next terms expire. Chairman Galvano and Vice-Chair Hearn agreed and the Commissioners all concurred with the recommendation. James further noted that the City had approved its annual state legislative list, which included promoting legislation to have the Jesse Lee Home transferred to the State property inventory. Motion Passed Without objection The Chairman noted that the January 10,2001 regular meeting minutes were approved as written on the consent agenda. PUBLIC HEARINGS - none UNFINISHED BUSINESS 2001 Historic Preservation Week, Trolley Tours of Seward's National Register Sites James noted that she had met with the Chamber of Commerce Director in regards to using the trolley for the tours. She stated that the Commission would be able to use the trolley ifit was operational by that date. A driver may be needed with a CDL passenger endorsement if the Chamber does not have a driver hired by then. She further noted that Saturday May 12th, 2001 was the best date for the trolley to be used, of the dates under consideration, due to the fact that there would be no cruise ships in port that day. There was discussion among the Commission about; the length of the tours last year; contacting the owners of some of the properties for personal tours of the historic buildings; and getting volunteers set up to be the trolley tour guides. Two tours were discussed, with departure times at 11 :OOam and 2:00pm. Hearn volunteered to be the tour guide for the 2:00 p.rn. tour. Swan volunteered to do a tour of The Seward Depot, noting that he had been the contractor in charge of the restoration of the building. 2001 Work Plan Time Line James noted that there was a conflict of dates between April 11 th Commission meeting and the CLG workshop in Anchorage. Galvano suggested changing the meeting to April 18th , 2001 for a work session and a regular meeting. Hearn stated that he would not be able to attend a meeting on April 18th. Commissioners Galvano and Appel expressed an interest in attending the training. Commissioners Martin, Appel, and Sczawinski reports on the Pittsburgh Forum 2000 Convention Appel gave an informal review of parts of the Forum and it was agreed to postpone the formal reports until Commissioner Martin could be in attendance. COMMISSION COMMENTS Hearn thanked Chairman Galvano for running an efficient meeting. Galvano noted that Commissioner Martin was missed and hoped that she would be back soon. CITIZENS' COMMENTS - none COMMISSION & ADMINISTRATION RESPONSE TO CITIZENS' COMMENTS James mentioned that the proclamation for Dave Crane would take place at the next Council meeting March 27,2001. She also noted that on March 27th, the Economic Development Forum would be held here in Seward, at the A VTEC auditorium. Items being discussed are Downtown Revitalization and economic industry. On March 28th 2001, from 4:00 - 6:00 p.m. the State Department of Transportation would host an open house to introduce the Port Avenue Reconstruc- tion and the Fourth Avenue Pedestrian Path project. She noted that it had been pushed back to the year 2003 which was the Centennial year, and may not be the best time to be under construction. She encouraged everyone to attend the meeting and provide input. House Bill 171 relating to a curriculum for Alaska history. James requested that New Business be addressed before Unfinished Business to accommodate the manager of the Van Gilder Hotel, who was at the meeting for the Resolution 2001-04. Motion Passed Without objection The Chairman noted that the March 14, 2001 regular meeting minutes were approved as written on the consent agenda. Note: Chairman Ga1vano arrived and proceeded to run the meeting. NEW BUSINESS Resolution 2001-04, supporting the FY 2001 Historic Preservation Fund Development grant application for the exterior restoration of the Van Gilder Hotel in Seward. James reported that the State Office of History and Archaeology had grants available to provide assistance to owners of National Register of Historic Places properties. The owner ofthe VanGilder Hotel had submitted an application to restore the exterior of the building and had requested a reso lution of support from the Commission. She noted that the manager of the Hotel was present to answer any questions. Motion (DarlinglSczawinski) Approval of Resolution 2001-04. Commission discussed the proposed renovations for the exterior of the VanGilder Hotel. It was noted that the restoration plan included removing the exterior stucco in order to restore and paint the concrete. Motion Passed. Unanimous Resolution 2001-05, supporting the FY 2001 Historic Preservation Fund Development grant application for the exterior restoration of the Brown And Hawkins Store in Seward. Darling noted a possible conflict of interest, as the owner of Brown and Hawkins store and grant applicant. Galvano ruled Darling did have a conflict of interest and excused her from the vote. She noted that the convention was a good experience, and recommended that commissioners attend in the future. Report on Historic Preservation Workshop James, Appel and Galvano reported on the recent Statewide Historic Preservation Workshop, which focused on design review guidelines, and reviewed various certified local government grant projects from around the state. COMMISSION COMMENTS - Darling stated she was enjoying serving on the commission. Galvano invited Mr. Swan from the audience to submit an application for the Commission. She noted she was sorry that Commissioner Martin resigned. Seavey reported that the Iditarod Trail Blazers goal was to have had Iditarod Trail constructed from Seward to Girdwood by 2008 for the gold discovery centennial. Appel stated she was disappointed she would be out of town on May 12th, and unable to participate in the trolley tours. PaKe 151 In response to Capra, James stated the request for re-placing the posts in the right-of-way on the Brown and Hawkins building had come from Hugh Darling, owner of Brown and Hawkins. Motion (Hearn/Swann) Commission supports the proposal to re- store the Brown and Hawkins store to it's original historic appearance with post in the right-of-way as documented by a 1910 photograph of the building. Motion Passed Unanimous Consent Review regular meeting time and scheduling ofthe next Historic Preservation Meeting. James reviewed the nomination process for the annual Seward Historic Preservation Award, noting that it seemed more appropriate to present the recipients of the award with proclamations from the Mayor during National Historic Preservation week in May, rather then in March. James noted that the committee was requesting applications for a Centennial Events Coordinator. She noted that one of the duties of the Centennial Events Coordinator included coordinating the Centennial Symposium out lined in the Historic Preservation Grant Application. She mentioned that if the Commission had any additions to the application for the event coordinator they could be forwarded to the City Clerk. James suggested that the Commission stay in close contact with the committee. James presented an update on the Port Avenue Rehabilitation and Harbor Pedestrian Pathway Project, noting that the Department of Transportation (DOT) was proposing decorative fencing along Fourth Avenue containing historical photos. She stated the DOT was requesting input on the selection of the photos. Capra commented he would like to see a group of people review and select the photographs to be used on the decorative fencing. He suggested that the Resurrection Historical Society, Tim Sczawinski and Lee Poleski be involved, noting they had indexed the Seward Bay historical photos for the library and the museum. The Commission directed the administration to make that recommendation to the DOT. James reviewed the Commission's annual Historic Preservation Award program. She noted the deadline for nominations was March 1, 2002, with the presentation of the award during historic preservation week in May.
