PLANNING AND ZONING COMMISSION
RESOLUTION NO. 2000-04
A RESOLUTION OF THE SEWARD PLANNING AND ZONING COMMIS-
SION, RECOMMENDING CITY COUNCIL APPROVAL OF A REQUEST
BY SEWARD SHIP'S DRYDOCK, INC. TO LEASE ADDITIONAL LAND,
IN THE SEWARD MARINE INDUSTRIAL CENTER; AND FURTHER
RECOMMENDING THAT THE CITY COUNCIL EXAMINE THE ORIGI-
NAL MULTI-USER CONCEPT OF THE SYCRO-LIFT FACILITY, AND
CONSIDER LEASING SEWARD SHIP'S DRYDOCK ALL LAND WITHIN
THE MANAGED PARCEL AS IDENTIFIED IN THE EXISTING MAINTE-
NANCE AND OPERATING AGREEMENT WITH THE CITY
WHEREAS, Seward Ship's Drydock Inc. submitted a proposal to lease an additional:l:3. 77
acres within the managed parcel ofthe Sycrolift complex in the Seward Marine Industrial Center in
order to construct a two story corporate office complex and extend utilities (water, electricity, air and
sewer) to the northwest repair rail; and
WHEREAS, pursuant to the City's lease policies and procedures established by Resolution
94-101, Seward Ship's Drydock proposal was forwarded to the Planning and Zoning Commission
for review and recommendation to the City Council; and
WHEREAS, the Commission addressed the proposal at its September 5 and November 1,
2000 regular meetings, and visited the site on September 18, 2000;
WHEREAS, pursuant to the City lease policies and procedures established by Resolution
94-101 Section A, Seward Ship's Drydock was asked for building elevation drawings, a construction
schedule and proof of project financing;
WHEREAS, the applicant made a verbal case at the September 5 Planning and Zoning
Commission meeting that these requirements applied to applicants of new lease areas not to
established tenants simply expanding existing lease areas and the administration concurred;
WHEREAS, the lease request is consistent with the Comprehensive Plan, Municipal Lands
Management Plan and the Seward Marine Industrial Center Plan; and
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning
Commission that:
Section 1. The Commission hereby recommends City Council approval of Seward Ship's
Drydock Inc. request to lease additional land in the Seward Marine Industrial Center subject to the
following conditions:
1. Economic Development Administration (EDA) grant requirements and public utility
issues associated with the syncrolift facility are addressed and adhered to.
2. Lessee shall be required to replat the property, and the lease shall not take effect until
after the final plat is recorded; and
