It also states that "Expansion of A VTEC will have an impact on the surrounding community. (The City should) consider with A VTEC the feasibility of developing additional A VTEC dormitory facilities- adjacent to the existing dorm facilities/student service center - in order to ensure the least impact to surrounding residential development and ensure that adequate parking facilities are provided to accommodate the needs of those students using the facilities and living within the new dormitories (pg. 40)." Public Sen'ices ami facilities are adequate to serve the proposed use. Finding: Adequate water, sewer and power are available to the property. E. The proposed use will not be harmful to the public safety, health or welfare. Finding: In order to meet this condition, specific conditions are necessary. Any and all specific conditions deemed necessary by the commission to fufill the above-mentioned conditions shall be met by the applicant. These may include but are not limited to measures relative to access, screening, site development, building design, operation of the use and other similar aspects related to the proposed use. 1.
