NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF SEWARD ORDAINS that: Section 1. The City Council finds and declares that an emergency exists, because businesses along Third Avenue are adversely affected by the Mile 0-8 road construction project. The State's road construction is disrupting normal business activities and council finds it necessary to temporarily suspend the City's sign ordinance for this area to allow Third Avenue businesses the opportunity to use whatever methods may be available to let customers know they are open and operating. Section 2. Council hereby temporarily suspends the application of Seward City Code 15.20 for businesses along Third Avenue and finds this action to be necessary for preserving the welfare of the local businesses. Section 3. This emergency ordinance shall take effect immediately upon enactment and shall remain in effect for sixty days from the date of its enactment.
